Quick question. I'm going to be running my BGRPG game locally (Both GM and Client on the same computer) for use with a TV screen we'll have on the table. I'm curious, do I need to export the encounter assets for the Client instance to view them or just load the encounter?

It helps to do so, as it avoids the need for transferring maps and other assets via the peer-to-peer network connection. That would happen regardless of the fact that all the assets are on the same computer. However, try a test with one encounter. It could be that the transfer is very quick, in which case you can avoid the extra prep work of exporting media bundles.
